Confirming that I contacted Mr Costa Akanis regarding front garage door swipe card and he has confirmed that he no longer has a card.

Yesterday, he entered the premises by following another vehicle.  I have explained to him that in future he needs to contact myself or person on duty to gain access to areas he needs to perform any work in.

Hello Steve,

The wrongful parking on common property by non-resident Mr. Costa Akanis happened again today.

Pity that I was at work at the time to witness the parking. Nevertheless, the photos of this and previous incidents are in my possession.

As we spoke about it today, I would like to summarise.

1. Please verify if he still has open access to the complex. If so, his access rights must be revoked immediately.

If there are any complaints by any party, just let me know.

More than anything else, this is required as part of security audit for the buildings.

2. As he was attending to private business, he had to comply with SP52948 By-Laws. Refer to By-Laws 2, 8, and Special By-Law 3.

Parking in area which has clear sign printed on concrete is a show of ignorance, disrespect, and poor ethics.

Caretaker has every right to put warning stickers on the illegally parked cars and prevent access to basement, or be escorted by host owner until they move the car outside.

It is also duty of Strata Manager to send reminder notice to those owners as they are responsible for visitors throughout their stay in the complex.

3. If he, or any other visitor, wishes to park inside the complex, they are welcome to use private garages of hosts who invite them, or in front of their own garages.

In this complex, Costa typically visits only three owners:

Stan Pogorelsky

Moses Levitt

Maureen MacDonald

These people should know By-Laws very well.

PS. I again have to express thanks as your workers are very diligent and hard-working. With the limited budget you have been given, you are doing very well. Cleanliness of the buildings and garbage bins has never been better.

Those who do not own or live in the complex must be recorded with reasons who and why gave them the access, as those owners carry personal responsibility for all actions of their "guests", per By-Law 8:

8. Behaviour of invitees

An owner or occupier of a lot must take all reasonable steps to ensure that invitees of the owner or occupier do not behave in a manner likely to interfere with the peaceful enjoyment of the owner or occupier of another lot or any person lawfully using common property.

In this specific inquiry, if Mr. Costa Akanis has valid access to the garage area unescorted, who gave him the pass and who is responsible for it.

If there are any other "visitors" like him, the register of such persons must exist.

Reason

For a while now I was suspecting that an ex-owner kept his garage entrance access pass after selling property in the complex several years ago.

The person in question is Mr. Costa Akanis. I even questioned him directly three years ago and he gave assurance that he was entering the complex only when someone opened the gates for him or escorted him.

I tend to give people a chance to prove themselves, until they fail the tests of ethics and sincerity. Then, I become quite strong in attacks and never stop until the job is done.

Mr. Costa Akanis is an exceptional friend with Mr. Moses Levitt.

He is also a very good friend with Mr. Stan Pogorelsky and Mrs. Maureen McDonald. All three are, for the moment, members of the Executive Committee.

Mr. Levitt introduced Costa to number of people. One of them got very angry with Moses when Costa delivered poor and overcharged computer repair services several years ago. Costa also earned more than $2,000.00 on repairs of Caretaker's PC that has zero value on books and would cost only around $300.00 to purchase a new one (that is long-overdue for Caretaker's office and one of the first things in the new financial year will be to replace the ageing computer equipment, including all security cameras and the video recorder).

Costa was also reported by another owner for repairing electrical sockets without tradesman licence in Lot 163 last year but the Strata Manager and the Executive Committee took no action.

As of this afternoon, it seems that Mr. Akanis story about not having access pass to the complex is untrue.

Not only he blatantly abused the parking on common property two days ago (whilst visiting his friend on the Executive Committee Mr. Stan Pogorelsky), but he attempted the same thing today even after new signs of "no parking" were painted yesterday.

As he parked directly in front of our garage, it happened at the time when my wife came home (around 3:00pm). She did not hesitate to question Mr. Akanis and told him to vacate the no-parking zone. His response was that he "waited for daughter"? It goes without saying that my wife forced him to move his van immediately.

He then parked in front of rubbish bins in basement of Block A.

Around two hours later I personally saw his van parked in another non-parking zone in front of garbage collection room. I looked for Mr. Akanis around but could not locate him.
