You are entitled to have own opinion. As proven before, maintenance staff was proven to be wrong most of the time as far as repairs and maintenance of the complex is concerned.

The fact is that the paint and piece of concrete bubbled down recently and eventually fell off when I touched it two days ago. Simple as that.

We are not going to contact Macquarie Maintenance as we pay for the services to maintain common property.

In reply to this email. The unit above 158 is Unit 164 on Level 3.  There has been no scheduled renovations to this unit.  
The recent renovations carried out in A Block was for Unit 170 which is on Level 4.
FYI between each floor there is a concrete slab which is approx. 300 wide. 
From the picture sent it appears that the hold is going towards the ceiling and not coming out from above.
If you require this to be inspected, please contact Macquarie Maintenance.

It seems that some protruding metal or nail is the cause of it.

Whole unit 158 was renovated and repainted just two years ago.
