Hello, One of the items in my request as per SSMA 1996 Section 108 was: BEGIN QUOTE Email or paper correspondence between EC members and a member of Universal Strata Services several months ago who gave advance notice about separate bid for the caretaker's contract. In essence, EC members were fully aware of two different quotations stemming from different staff members of Universal Strata Services. END QUOTE Like all other documents, this one was not provided too. I even warned Strata Manager yesterday about it and he stayed silent. Raine & Horne Strata Sydney (now BCS) and the current Executive Committee members have undeniable history of forged contracts, where even large sums of money are missing from common funds without approvals or decisions. There is a reason why information is hidden: Members of the Executive Committee and the Strata Manager (who acts as Secretary and Treasurer too and has extremely sensitive duties as PROFESSIONAL staff member), provided insider's information to member of Universal Strata Services, who as early as May 2014, approached Chairperson of the EC and notified him about wish to tender for the contract. By itself, that would not be a problem if the process was "clean". a) Firstly, of alleged four tenders for the Caretaker's contract, only two are listed in the Motions for the AGM 2014. And none of them contain any details for owners. b) Secondly, Uniqueco Pty Ltd allegedly made the first offer for services in amount of $289,000 for whole 2015. Current Caretaker, Universal Strata Services Pty Ltd made their first offer for services in amount of $322,560 for whole 2015. Both offers were supposedly including security guard hours between 5:00pm and 5:00am (warning: Universal Strata Services Pty Ltd cut security hours since September 2013 and EC and Strata Manager did not do anything about it - owners actually lost significant money for undelivered services!). I reported it last year and no action followed. With "new" proposed working hours for security guard being cut by two hours (to match what has already been in place for more than a year without owners corporation knowledge), the two tenders allegedly changed their quotes: Uniqueco Pty Ltd $270,000 Universal Strata Services Pty Ltd $272,256 In other words, one company decreased their quote by around 7%, whist the other by around 19%, and both were cutting working hours of security guard by 730 hours per year (two hours each night). For staff member who had full inside knowledge of the pricing from his ex-employer Universal Strata Services Pty Ltd, this was a huge and unfair advantage. And that is what I warned the EC members and the Strata Manager about: not to get involved in rigged tenders. For two tenders worth more than half million dollars per year to differ by only $2,256 is an absolute forgery. I have to remind everyone that a single EC member and Raine & Horne Strata Sydney did the same in 2004 when two quotes for building painting were identical to a cent: $446,380. Two "unrelated" painters quoted the same amount for job worth close to half million dollars! Even worse, when job was given to the company favoured by Raine & Horne Strata Sydney, the total painting cost ended up being $556,640, of which to this day, more than $43,000 dollars are unaccounted for. c) Thirdly, Uniqueco Pty Ltd was registered as business on 7 May 2014 and no references from other customers about them have been provided to owners. Whilst owners who live in the complex will certainly know the Director of Uniqueco Pty Ltd in person (he worked as staff member for Universal Strata Services Pty Ltd and provided very good services in the past), the fact that complete insider knowledge about pricing was available to him (and done in a hidden manner from owners), makes the whole tender process completely rigged and must be disclosed to owners. Whilst I was very fond of services provided by Mr. Steven Carbone, I am certainly not willing to deal with rigged tenders, without checking other service providers and verifying their quotes and credentials. After all, this contract is worth more that a quarter million of dollars per year and Mr. Steven Carbone told me himself in the past that it could be much more reasonable (he knew how much Universal Strata Services Pty Ltd was charging the strata plan)!
